Accomplishments  
2000-2001

Sponsored and successfully passed one of the most significant zoning changes since 1985, The redistricting of the downtown area to promote residential development around the downtown area.

 

Authored a height restriction ordinance in the downtown to preserve the character of the downtown.

 

Authored legislation to expand the number of residential uses above retail in the downtown opening the door for recently received federal funding.

 

Proactively responded to the legalization of tattoos and eliminated the possibility of this use in the downtown or residential districts.

 

Authored legislation to close loopholes used by developers.

 

Supported density reductions in commercial and multifamily developments.

 

Consistently voted to preserve neighborhoods by supporting zoning that protects neighborhoods and holds development proposals accountable to our zoning laws.

  Initiated Drug Awareness Program through a collaboration between the Middlesex Sheriff's Office and Woburn High School Health Department. This was funded through a grant from the Governors Alliance Against Drugs.
 

Initiated collaboration through the Middlesex Sheriff's Office and Woburn Fire and Police Departments to offer a public safety academy for the children of Woburn.

1996-1999 Co-authored Business Downtown sign ordinance as a member of the Sign Ordinance Committee.
  Co-Authored Town House Cluster Development/ Open Space Ordinance as a member of the Open Space Ordinance Committee.
  Coauthored the revision of the Subdivision Rules and Regulations as a member of the Subdivision rules and Regulations Committee.
  Co-Authored the Telecommunications Ordinance to protect neighborhoods from unsightly cell towers.
 

Dedicated historic revolutionary landmark downtown and initiated collaboration with Woburn Schools to provide historic programs for Woburn's children.

1992-1995 Co-authored the establishment of a Biomedical oversight Committee to protect Woburn from unmonitored Biotechnology.
  Proposed aggressive legislation to preserve our water supply and established a Groundwater Protection District Overlay Ordinance.
  Supported zoning changes that were key factors in the revitalization of the old industriplex site and the opening of the I-93 interchange.
  Supported establishment of bonds for school renovations.
 

Authored federal grant proposal that opened door for future funding for the revitalization of the Business Downtown District.

1992-1993 Initiated reorganization of city's health plan and saved the city over $400,000.
  John moved to reallocate savings to balance school budget. This prevented teacher layoffs after the defeat of a proposition 21/2 override.
  Supported move to quarter tax structure, move which saves the city $300,000 annually.
